Why are there dragon roots outside the gate as my necro and not my assasin?
Do I need to complete a quest I forgot about to make them spawn or what?

The big mob of Dragon Mosses spawns as part of the quest 'A new Escort'.
You get it in Brauer Academy and let's you escort some merchants from there to St. Anjeka's.

Noone "finishes" the quest though. Its great easy Dragon Moss Farming. Just abandon it when you dont want them there.
